Yes, you can get the WhatsApp Business API without a website. A website helps with business verification and looks better on your profile, but it is not a hard requirement — what Meta actually needs is a verifiable business identity, a valid dedicated phone number and matching documents, not a live site. Plenty of Indian shops, clinics and local service businesses run the API with no site at all. Here's what you genuinely need, and where a website only helps.
What the API actually requires (no website on the list)
- A Meta / Facebook Business account — free to create.
- A dedicated phone number not currently active on any other WhatsApp product (personal or Business App).
- Business documents for verification — in India, typically GST certificate, PAN, incorporation certificate or Udyog Aadhaar, with the legal name and address matching your Business Manager exactly.
- A BSP to onboard you onto the WhatsApp Business Platform.
Notice what's missing: a live website. It is not on the mandatory list.
Where a website only "helps"
- Business verification: Meta sometimes asks for evidence your business is real. A website is one easy proof — but a GST certificate, incorporation papers or a Google Business Profile does the same job. India's document-based verification (Meta cross-checks MCA and company records) means your legal papers carry the weight, not a homepage.
- Green tick application: if you later chase the official green-tick badge, brand evidence (press, an online presence) strengthens the case. That's a later, optional step — not needed to send messages.
How to verify with no website
- Use your GST certificate + PAN + a utility bill / bank statement in the business name — these are strong, accepted proofs in India.
- Set up a free Google Business Profile if you want an online footprint fast; it doubles as a legitimacy signal.
- Make sure the legal name and address match across every document and your Business Manager — mismatch is the single biggest verification-rejection cause, website or not.
The catch to plan for
- You still need a dedicated number for the API — you cannot reuse a number that's live on personal WhatsApp or the Business App without deleting that account first.
- Going live (out of trial) still needs GST-backed business verification — a website won't replace GST here, and GST is effectively required to take a WABA live.
Who this unblocks
Local businesses that sell entirely on WhatsApp, Instagram or offline — boutiques, clinics, tuition centres, kirana and D2C sellers — often have no website but full GST papers. They can get the API today. The "you must have a website first" belief keeps many of them on the limited free Business App unnecessarily. You can even start on a free 14-day trial with 100 credits and get set up before building any site.
Bottom line
No website? No problem. You need a verified business, a dedicated number and matching documents (GST/PAN/incorporation) — not a live site. A website only smooths verification, and Indian document-based verification covers you without one.
