WhatsApp Business API pricing is per delivered message, set by your customer's country and the message category. On Meta's rate card effective 1 October 2026, a marketing message costs from $0.0109 (Turkey) to $0.1597 (Netherlands), and a utility, authentication or service message from $0.0008 to $0.0550.
Every rate on this page comes from Meta's official USD rate card effective 1 October 2026, downloaded on 7 October 2026 and cross-checked against Meta's WhatsApp Business pricing calculator. They are list rates in US dollars per delivered message, before volume discounts, taxes and any fee your platform adds. Meta also publishes rate cards in 15 other currencies, including SGD, AED, GBP, EUR and AUD.

How WhatsApp API pricing works in 2026
Meta bills per delivered message, not per 24-hour conversation, and every message from your business carries exactly one category and at most one charge. Three things decide the price:
- Category. Templates are approved as marketing (offers, announcements, re-engagement), utility (order updates, reminders, account alerts) or authentication (one-time passcodes). Free-form replies inside the 24-hour customer service window are service messages. A fifth category, Meta Business Agent (replies written by Meta's own AI agent), is billed by tokens instead: $2.00 per million tokens, which Meta estimates at about 4 to 5 US cents per message.
- Recipient market. The country calling code of your customer's phone number decides the rate, not where your company or WhatsApp Business account is registered. Smaller countries share a regional rate such as "Rest of Asia Pacific".
- Delivery. You pay only when a message is delivered. Messages customers send to you are never charged.
What is still free
- The free entry point window. When a customer messages you from a Click to WhatsApp ad on the Android or iOS app and you reply within the customer service window, that reply opens a free window that can stay open for up to 7 days. While it is open, marketing, utility, authentication and service messages to that customer are free.
- The first 1,000 service messages per business phone number each month. The allowance resets monthly and does not roll over.
What changed on 1 October 2026
- Service messages are charged again after the 1,000 free ones, at the market's service rate. They had been free since 1 November 2024, when Meta still called them service conversations.
- Utility templates sent inside an open customer service window are charged. They had been free since 1 July 2025.
- A payment method is now required to keep replying. Meta says that if a WhatsApp Business account has no payment method, it delivers service messages within the free tier but stops delivering them once the tier is used up.
WhatsApp API rates by country (USD, October 2026)
List rate per delivered message. In every market the service rate equals the utility rate, so one column covers both. "Rest of" rows cover every country in that region without its own rate. The authentication-international rate applies only to large senders based in another country: Meta makes a business eligible after it sends more than 750,000 messages outside service windows in 30 days to users in such countries (see Meta's authentication-international rules).

Marketing message cost in key markets
Marketing is where country differences bite. The same campaign costs more than ten times as much per message in the Netherlands as in India.
Marketing message rate per delivered message (USD)
One market rule matters for global senders: Meta's per-user limits documentation says marketing templates are currently not delivered to US phone numbers at all, so in practice the North America marketing rate applies to Canadian numbers. Utility, authentication and service messages are delivered to both.
Cost example: one month on one number
Take a business that, from one WhatsApp number in one month, sends 10,000 marketing templates (a promotion to its opted-in list), 20,000 utility templates (order confirmations and delivery updates) and 3,000 service replies to customer questions. The first 1,000 service replies are free, and every volume stays inside the first volume tier, so list rates apply.

For North America, the marketing column assumes Canadian recipients, since marketing templates are not delivered to US numbers. Two habits keep the bill down without sending less: run Click to WhatsApp ads for conversations you want to have anyway, because the free entry point window makes follow-ups free for up to 7 days, and keep service replies short and complete, because every message after the first 1,000 a month is now billed.
Volume tiers for utility and authentication
Utility and authentication rates fall as your monthly volume to one market grows. Meta counts charged messages per market and per category across every WhatsApp Business account in your business portfolio, resets the count each month, and charges the lower rate only for the messages that fall inside each higher tier. In Singapore, for example, the list utility rate applies to the first 150,000 utility messages a month. Marketing and service messages have no volume tiers. Rate card changes in 2026
- 1 October 2026: service messages charged after a 1,000-message monthly free tier; utility templates in an open service window charged; Bangladesh, Iraq, Kazakhstan, Kuwait, Morocco, Nepal, Oman, Sri Lanka and Ukraine moved to their own rates with a new authentication-international rate; marketing rates rose in seven markets: Kuwait, Mexico, Morocco, Saudi Arabia, the United Arab Emirates, Rest of Asia Pacific and Rest of Middle East.
- 1 July 2026: Meta Business Agent launched as a fifth, token-priced category. Hong Kong, Hungary, Poland, Qatar, Romania and Singapore got market-specific rates, and marketing rates rose in Italy, Spain and the United Kingdom.
- Every quarter: Meta may change rates only on 1 January, 1 April, 1 July or 1 October, and publishes notice ahead of each change on its pricing page.
What a WhatsApp platform adds on top
The rates above are what Meta charges. Most businesses send through a platform (a Business Solution Provider or a tool built on the Cloud API), and many add a monthly subscription, a per-message markup, or both. When comparing providers, ask for Meta's rate and the provider's fee as separate numbers, ask how they bill service replies after 1 October 2026, and check whether undelivered messages are billed.
