A micro-irrigation company in India should run WhatsApp Business API as the spine of two things: the PMKSY Per Drop More Crop subsidy file - survey, approval, dispatch, installation, geo-tagged verification, DBT release - and the dealer network that actually moves laterals and sprinkler sets in the districts. Done properly it collapses the document chase that stalls files for months, keeps 40 to 300 dealers on one auditable channel, and costs between Rs 0.10 and Rs 1.20 per message with no setup fee and no monthly platform fee.

Micro-irrigation is a documentation business wearing a hardware costume
The physical job is small. A hectare of drip on a wide-spaced orchard crop is a day or two of labour once material lands on site. The paperwork around it runs six to fourteen months.
Under PMKSY Per Drop More Crop, now delivered through the RKVY umbrella, the centre and state share funding 60:40, with 90:10 for the North Eastern and Himalayan states and 100 per cent central share for Union Territories. National coverage has run in the range of roughly 10 to 14 lakh hectares a year, heavily concentrated in Karnataka, Gujarat, Maharashtra, Andhra Pradesh, Tamil Nadu and Rajasthan.
Subsidy is 55 per cent of indicative unit cost for small and marginal farmers and 45 per cent for others, with several states topping up substantially - Andhra Pradesh, Karnataka, Gujarat and Tamil Nadu have all run schemes taking effective farmer benefit to 80 to 90 per cent for defined categories. Unit cost itself swings hard with spacing: expect roughly Rs 60,000 to Rs 1.4 lakh per hectare for drip, with close-spaced crops such as sugarcane, banana and vegetables at the top of that band because lateral density and emitter count explode, and wide-spaced orchard layouts at the bottom. Sprinkler sets sit lower again.
So the margin is not made on the pipe. It is made on how many files clear the state portal in a season without a rework loop. Every incomplete document is working capital parked in a warehouse.
Two motions, one WhatsApp setup
Most micro-irrigation companies run two very different revenue motions with the same team, and conflating them is the commonest operational failure. The direct farmer subsidy-file motion is high-volume, low-ticket, document-heavy and gated by a portal you do not control. The dealer, channel and institutional-EPC motion - FPO clusters, sugar mill command areas, corporate farms, CSR and watershed projects - is lower-volume, higher-ticket and gated by tender timelines and payment terms.

One API number serves both if you route on first touch. A dealer code, district keyword or depot QR sends channel traffic to the sales desk; a file number or mobile lookup sends farmer traffic to the file desk. Separate template sets, separate labels, one auditable inbox. Companies that instead hand personal phones to twelve area managers lose the entire history the day someone resigns.
The subsidy file lifecycle, and where WhatsApp earns its keep
The lifecycle is broadly consistent across states even where portal names differ: farmer registration on the state horticulture or agriculture portal, land record verification (7/12 and 8-A in Maharashtra, khata and pahani in Karnataka, ROR or adangal elsewhere), Aadhaar and bank seeding, technical survey and design covering crop, spacing, water source and discharge, administrative approval and work order, dispatch against an e-way bill, installation, third-party or departmental physical verification with geo-tagged photographs, and subsidy release - DBT to the farmer in some states, direct to the empanelled company in others.

The stage that quietly costs the most
Verification. A file that fails physical verification does not simply wait, it re-enters the queue behind everyone else, and in a seasonal scheme that can mean the next financial year. BIS marking, empanelment and the trust layer
Empanelment with the state horticulture department is the licence to operate. It is annual in most states and typically demands an EMD or bank guarantee, ISI-marked product under valid BIS licences, and a demonstrated district service network. The governing standards are IS 13488 for emitting pipe, meaning drip laterals, and IS 12786 for sprinkler systems, alongside the related standards for filters, fittings and PE or PVC pipe.
Farmers increasingly ask, and rightly, given the volume of counterfeit lateral in the market. A QR printed on the lateral carton that opens a WhatsApp thread pre-filled with the batch code, returning the standard, the batch, warranty terms and the local service number, is a service feature and a counterfeit deterrent for the cost of one utility message.
GST, e-way bills and who pays for what
Micro-irrigation systems classified under HSN 8424 attract 12 per cent GST, the slab drip and sprinkler systems have sat in since the 2018 rate rationalisation. Individual components - pipe, fittings, filters, fertigation equipment - can classify differently, so composite-supply treatment of a full system versus separate component billing is a live question for your CA rather than a rule of thumb. State it carefully to farmers, because it moves their out-of-pocket.
Dispatch triggers e-way bill obligations above the applicable threshold, and micro-irrigation consignments are bulky and often multi-vehicle. Check it against your own volume: 4,000 files a season at roughly eight outbound touches is about 32,000 utility messages. Against a season where one stalled file holds Rs 40,000 of material in a warehouse for a quarter, messaging is not the line that decides anything.
The dealer and institutional side
A mid-size company typically works with 40 to 300 dealers per major state, and the top fifth will do most of the volume. The rest go quiet for months then need everything at once when the season opens. What they message about, in rough order: stock of specific lateral spacings and emitter discharges, status of a delivery order already placed, price list and scheme validity, credit balance and payment confirmation, warranty replacement for a failed filter or valve. Each is a structured lookup that belongs on an automated flow with a human escape hatch, not on an area manager's personal phone at 10pm.
The institutional motion is where the hectares are: FPO clusters of 200 to 2,000 members, sugar mill command areas pushing drip on cane to protect recovery, corporate farms, and CSR or watershed programmes funded by a trust. The buyer is an organisation but installation still happens on hundreds of individual plots, so the farmer-file discipline has to run underneath the contract. Consent, land records and the DPDP Act 2023
Take this one seriously. A subsidy file holds a land record naming a specific survey number, an Aadhaar-linked bank account, a mobile number, geo-tagged photographs of the plot and often income category. That is about as sensitive as an Indian personal dataset gets outside health.
Under the DPDP Act 2023 you are a Data Fiduciary: itemised notice at collection, consent that is free, specific and informed rather than buried in a work order, a real withdrawal mechanism, purpose limitation - a land record collected for a subsidy file is not a marketing list - and reasonable security safeguards. Sharing farmer data with a dealer or verification agency makes them a processor and needs an agreement.
On WhatsApp specifically, broadcasts go only to opted-in contacts as Meta-approved templates. That is a Meta policy floor and a DPDP obligation simultaneously. Do not buy farmer number lists. Do not push marketing templates at a number that only consented to file updates - re-consent instead. And be clear-eyed: nobody, us included, can promise an account will never be restricted; what you control is opt-in hygiene, template quality and block rates. AMC, service and the second sale
Micro-irrigation systems fail predictably: emitter clogging from carbonates, iron or algae, filters nobody backwashed, venturi units never serviced, laterals chewed by rodents or crushed by a tractor, seasonal flushing skipped. Laterals are typically designed for a five to seven year service life with mains and filtration lasting far longer, but only where maintenance actually happens - and a large share of installed systems underperform within three years for reasons that are purely maintenance.
That is service revenue the industry mostly leaves on the table: flushing reminders before kharif and rabi, filter-cleaning prompts, AMC renewal with a payment link, spares reorder for laterals, emitters and filter elements. All utility messaging to an existing opted-in customer. It is also the second-sale engine, because a farmer whose first hectare works is the cheapest lead you will ever get for the next two, and the 30 to 50 per cent water saving against flood irrigation with yield gains commonly reported in the 20 to 40 per cent range is what sells the neighbour's plot. Clogged systems argue the opposite.
Rollout order that works
Do not build all of it in month one. Phase one is the API number live on your existing company mobile number with three utility templates - file-stage update, document re-prompt, visit slot - which usually pays for itself in reduced inbound calls inside two weeks. Phase two adds crew photo capture and inspection coordination, the phase that actually moves release lag. Phase three adds dealer code routing, stock and delivery-order lookups. Phase four is service: flushing, AMC renewal, spares.
Two things matter at every phase. Farmer-facing templates need approved regional-language variants, not English with Hindi transliteration. And every automated flow needs a visible route to a human within a stated window, because a farmer who cannot reach a person calls the horticulture office instead, and that call becomes your empanelment problem.
