WhatsApp BSP Markup India 2026: How Much Over Meta Rates

Yes — almost every WhatsApp Business Solution Provider in India adds a markup on top of what Meta charges, and on most invoices you cannot see it. The markup hides in three places: a per-message spread over Meta's published rate, a monthly platform floor you pay whether you send or not, and template categories that quietly bill at the marketing rate instead of the utility rate.

This page shows you how to work out what your BSP is actually charging you above Meta, using your own invoice. It uses real published numbers, including ours, so you can run the same arithmetic against any provider you are shortlisting.

What "markup" means on a WhatsApp bill

Since Meta moved to per-message billing on 1 July 2025, there are only two cost layers on a WhatsApp Business API deployment:

Layer one — Meta. A published per-message price that depends on the template category (marketing, utility, authentication) and the destination country. Every BSP pays the same Meta rate. Nobody gets a secret discount on it.

Layer two — the BSP. Whatever the provider charges on top for the software: the inbox, the flow builder, the campaign tooling, the webhooks, support, and the fact that somebody else is holding the Meta relationship for you.

Markup is layer two. It is not inherently wrong — you are buying software, and software costs money to build. The problem is presentation. When a provider quotes you "₹1.30 per marketing message" as one number, you have no way to tell whether the software is costing you ₹0.10 or ₹0.44, because Meta's share is folded in.

What Meta charges before any BSP touches it

These are the India rates we bill against on our own Client Pay model, published on our pricing page. Meta revises its rate card periodically and rates differ by destination country, so treat these as the current India figures rather than permanent ones — always check Meta's live rate card for the month you are budgeting.

Two things in that table decide most WhatsApp bills. The first is the 7.5× gap between marketing and utility. The second is that service messages inside the 24-hour customer service window are free from Meta entirely — which means a provider billing you for them is billing you pure markup.

The five places a BSP adds cost

1. Per-message spread. The difference between what your BSP bills per message and Meta's rate for that category. On a bundled INR rate this is invisible unless you subtract the Meta rate yourself.

2. Monthly platform floor. A subscription you pay before sending a single message. In the Indian market these commonly run ₹2,500 to ₹12,000 per month, and several providers publish a floor in dollars, which moves with the exchange rate. A floor is not a markup per message — it is worse, because it does not scale down when your volume does.

3. Per-agent seat fees. Charged per person who logs into the inbox. This is the line that punishes you for growing a support team, and it is the one most often quoted per-seat-per-month in a currency other than rupees. 4. Credit packs with expiry. You buy ₹50,000 of credits, use ₹38,000, and the balance expires at quarter end. The effective markup on the messages you actually sent is now materially higher than the headline rate, and nothing on the invoice says so.

5. Setup, onboarding and "green tick assistance" fees. One-time charges for work that is largely a Meta embedded-signup flow. Reasonable if a human is genuinely doing your Business Verification paperwork; less reasonable at ₹25,000 for a wizard you clicked through yourself.

Worked example: 50,000 marketing messages a month

Take a mid-size D2C brand sending 50,000 marketing messages and 20,000 utility messages a month, with a five-person support team. Meta's own share of that bill, at the rates above, is roughly ₹43,155 for marketing and ₹2,300 for utility — about ₹45,455 before anyone's software fee.

Here is what the same volume costs under three common pricing shapes. The floor and seat numbers are illustrative of the ranges published in the Indian market, not a quote from any one provider.

The spread between the cheapest and dearest shape here is roughly ₹30,000 a month — about ₹3.6 lakh a year — on identical message volume delivered through the identical Meta pipe. Nothing about the messages differs. Only the commercial wrapper does.

Notice also what happens if volume halves. The pass-through model halves its software cost. The floor-plus-seats model barely moves, because ₹6,500 of it never depended on volume at all.

How to find the markup on your own invoice

You do not need your BSP's cooperation for this. Four steps:

Pull your message counts by template category. Marketing, utility, authentication, and service separately. Any platform worth paying for exposes this; if yours does not, that is itself a finding.

Multiply each count by Meta's published rate for that category and destination. That is Meta's share.

Subtract Meta's share from your total invoice, including any floor, seats and one-time fees amortised across the month. What remains is your true software cost.

Divide by messages sent. Now you have effective markup per message — the only number that lets you compare two providers honestly. A ₹1.05 bundled rate with a ₹2,500 floor is more expensive than a ₹1.30 bundled rate with no floor, right up until you cross about 12,000 messages a month.

Category misclassification: the markup you cannot see

This is the one that costs the most and shows up on no comparison table.

Meta assigns each approved template a category. Marketing costs roughly 7.5× what utility costs in India. A template that reads like an order update but contains one promotional line — "your order has shipped, and here's 10% off your next one" — can be categorised as marketing, and every send after that bills at the marketing rate.

At 20,000 order updates a month, a utility template misfiled as marketing costs you about ₹15,000 extra every month in Meta charges alone, before any BSP markup. Nobody is overcharging you. You are simply paying the wrong rate, silently, forever.

Two defences. First, review the category on every template your BSP submits on your behalf — a provider that submits templates without showing you the category it chose is doing you no favours. Second, strip promotional content from genuine transactional templates and send the offer separately, where you can measure whether the marketing message earns its ₹0.8631. Both models carry ₹0 setup and ₹0 monthly floor, so at zero volume you pay zero. On Client Pay the markup is explicit and does not change with category: ₹0.10 whether the message is marketing or utility, and ₹0.10 on service messages Meta charges nothing for. Which is cheaper depends entirely on your volume and whether you want a Meta credit card on your WABA. Below roughly 50,000 messages a month, SaaS Pay usually wins on total effort. Markup that is legitimate, and markup that is not

Legitimate: a per-message software fee, disclosed as a separate line. A monthly plan, if the plan is optional and you can see what you get for it. Onboarding help from a named human. Priority support with a response time written into the contract.

Not legitimate, or at least worth an argument:

Billing for service messages. Meta charges ₹0 inside the 24-hour window. A provider charging per message there is charging you for air. A flat platform fee that applies to all messages is defensible; a "conversation rate" applied to free service replies is not.

Refusing to show Meta's share. There is no commercial reason a BSP cannot break out Meta cost from software cost. Meta's rate card is public. A provider that will not split the line is choosing not to.

Credits that expire. You prepaid for messages. The messages do not go off.

Exit friction. Your WABA and your phone number are yours. A provider that makes migration slow or conditional on a final payment is using lock-in as a pricing mechanism. We collected the contract language to watch for in BSP contract red flags.

Five questions to ask before you sign

"What is your fee per message, excluding Meta's charge?" A provider that cannot answer in one number is either bundling deliberately or does not know. Both are bad.

"Do you bill for service-window messages?" If yes, ask what Meta charges for them. The answer is nothing.

"What is the minimum monthly commitment, and what happens if I send nothing?" Get the floor in writing, in rupees.

"Who chooses the template category, and can I see it before submission?" This is the biggest single lever on your bill and it is usually handled silently.

"If I leave, how long does moving my number to another BSP take, and what do you charge for it?" Ask before you sign, when you still have leverage. The mechanics are in migrating your WhatsApp BSP.

What to do this week

Pull last month's invoice and last month's message counts by category. Do the four-step subtraction above. You will end up with one number — your effective markup per message — and that number is the whole negotiation.

If it comes out under about ₹0.15 per message with no floor, you are on a fair deal and should stop worrying about it. If it comes out over ₹0.40, you are paying a software premium that at your volume is worth a conversation, either with your current provider or with a different one.
