Meta returns "INVALID_FORMAT" or rejects the template the moment you submit, often without a human review.
The body breaks a structural rule: it starts or ends with a variable, has two variables touching with no text between them, uses unmatched bold/italic markers, has empty or missing sample values, or the header/footer exceeds its character limit (60 for header, 60 for footer).

Utility must state only the specific transaction the user triggered. If you need to promote, submit a separate Marketing template with opt-in — the rate is higher but it actually delivers.
How long before I can resubmit a rejected template?+
You can edit and resubmit a rejected template immediately in most cases. Fix the flagged issue, change the template name if you are creating a fresh one (duplicate names reject), and resubmit. Approval is usually minutes to a few hours. Repeatedly resubmitting the same violating content, however, can hurt your account standing — fix the root cause first using the decoder above.
